The state of Illinois and the city of Chicago filed a federal complaint against the Trump administration for its efforts to deploy troops from the National Guard in the State, one day after a federal judge prevented federal members from the guard from deploying in Oregon.

Illinois and Chicago ask a judge to prevent the Trump administration from federating the Illinois National Guard and sending members of other states to Illinois, including Texas.

“The American people, regardless of where they live, should not live under the threat of the occupation of the American soldiers, in particular not simply because their management of the city or the state fell for a president,” wrote the Attorney General of Illinois, Kwame Raoul, in the complaint.

Federal agents, including members of the Ministry of Internal Security, Border Patrol, and the police, are trying to keep the demonstrators outside an immigration and customs center in downtown downtown on October 5, 2025 in Portland, Oregon.

It is the last round in a three -day dizzying saga that saw the Trump administration order the federalization of the troops of the National Guard in Illinois and Oregon as well as the members of the Garde of other States.

President Trump has promised for weeks to send members of the National Guard to Chicago and Portland, the cities he has described as an exceeding of crimes and who need federal assistance on the application of laws. The administration also said that troops will be used to protect federal immigration agents and federal property.

Local and state leaders of Illinois and Oregon said that the national guard troops are not necessary and that Trump abuses his power. Violent crimes are at a low point in Chicago, as well as other cities that Trump has threatened with deployments of the National Guard.

Oregon governor Tina Kotek said on Sunday evening that “Trump’s actions are an effort to occupy and encourage cities and states that do not share his policy, and I believe that we must expect him to continue to push the limits of his authority”.

The Trump administration attempts to deploy the National Guard in the two cities managed by Democrats came after sending members of the guard to Los Angeles and Washington, DC earlier this year.

The trial submitted on Monday arises that the Trump administration can only federate the national guard of a state in the event of an invasion, rebellion or if the federal government can apply federal laws – and that none of these circumstances exist.

During the weekend, Trump authorized the deployment of at least 300 members of the Illinois National Guard. A pentagon memo considered by the NPR suggested that troops would be used to protect federal goods as well as agents of federal services and federal protection services and other federal employees.

In addition, Texas Governor Greg Abbott said he approved Trump’s request to call 400 members of the Texas National Guard, some of them planned to go to Illinois.

Illinois Governor JB Pritzker, a Democrat who faced Trump, castigated the actions of the administration this weekend.

“We must now start to call what he is: Trump’s invasion,” said Pritzker in an article on X. “He started with federal agents, he will soon understand the deployment of federal members of the Illinois National Guard against our wishes, and this will now involve sending military troops from another state.”

On Saturday, the spokesman for the White House, Abigail Jackson, said in a statement that Trump had federal troops of the Illinois National Guard “(a) violent riots and anarchy” in Chicago “in Chicago in order to” protect officers and federal assets “, Wbez.

A judge blocks the deployment of the National Guard in Oregon

In Oregon, a federal judge Sunday evening temporarily prevented the Trump administration from sending members of the National Guard of any other state to Oregon.

Oregon and Portland – with the state of California – went to court and asked the district judge of US Karin J. IMMERGUT to block this decision. It was a day after temporarily prevented Trump from federating the Oregon National Guard.

“I am certainly disturbed by learning now that California and Texas are sent to Oregon, which seem to be in direct contradiction of my order,” wrote Immergut, who was appointed to the federal bench by Trump in 2019, wrote in his order, said Oregon Public Broadcasting.

The Attorney General of Oregon, Dan Rayfield, praised the judge’s decision on Sunday evening. “The president cannot continue to play Whack-A-Mole with various states guard units to bypass the orders of the court and the rule of law,” he wrote on X.

The White House press secretary Karoline Leavitt, said in a press briefing on Monday afternoon that the administration appealed to the decision and that the installation of ice had been “besieged” by demonstrators.

“These people are not there to protest peacefully,” she said. “They are there to provoke chaos and ravages.”

Under the day earlier, Immergut ruled that the Trump administration had not reached the threshold to declare that recent demonstrations outside a portland installation constituted a rebellion, saying that these demonstrations were generally less than 30 people and “largely calm”.

The Trump administration had federal 200 members of the Oregon National Guard the previous Sunday, according to a memo sent to Kotek of the Ministry of Defense.

Trump said after the judge’s initial decision that he had not seen the order blocking the federalization of the Oregon National Guard, but that “this judge should be ashamed of themselves”.
