Mayor John Tory is under investigation by the city’s Integrity Commission into his ties to Rogers Communications and a council vote on an ActiveTO matter.

It all stems from a complaint that Tory had a conflict of interest because of his ties to Rogers and a council vote to end road closures on the Lakeshore.
The mayor is a member of the advisory board of Rogers Control Trust and a shareholder of Rogers Communications.
The Toronto Blue Jays, which are owned by Rogers, have complained that ActiveTO road closures are making trade operations difficult.
Toronto activist Adam Chaleff said in his conflict of interest complaint that Tory had an « indirect pecuniary interest » because the Blue Jays were owned by Rogers.
“In May 2022, City Council was asked to consider a proposal to review road closures along Lake Shore Boulevard as part of the ActiveTO program,” the complaint states.

The city’s integrity commissioner acknowledges the investigation.
« As the fact of my investigation has been made public, I confirm that an investigation is ongoing. At the same time, however, I caution that I have not drawn any conclusion that the MCIA has been breached. I have no additional information to be provided at this time,” Integrity Commissioner Johnathan Batty said in an email Friday.
Mayor Tory’s office had little to say about the investigation.
“We respect the Integrity Commissioner and, as we said when the complaint was first announced, we will be making no further comment. The Mayor cooperates fully with the Integrity Commissioner. Mayor Tory’s record of integrity speaks for itself,” said Lawvin Hadisi of the mayor’s office.
