Judge orders man accused of kidnapping Edmonton girl to unlock his phone

An Oregon podcast host accused of kidnapping and sexually abusing an Edmonton girl has been ordered by a court to unlock his cellphone.

Noah Madrano, 40, was arrested in Oregon City on July 2 with a 13-year-old girl who had been missing from her Edmonton home for more than a week.

Accused of traveling to Canada to abduct the girl, whom he met online, Madrano has been held in Clackamas County Jail since his arrest. He faces charges of first-degree sexual abuse, sodomy and unlawful sexual penetration; second degree rape and kidnapping; and two counts of using a child in a sexual display.

Madrano last appeared in court on October 17. Clackamas County Assistant District Attorney Adrienne Chin-Perez told Postmedia prosecutors they successfully applied for an order requiring her to unlock her phone.

« In that hearing, the judge found that the state met the legal standard, » she said. « The judge ordered the defendant to unlock his phone and the defendant unlocked his phone. »

Madrano risked being held in contempt if he refused to open the device.

The judge’s order says the state is prohibited « from using the unlocking of (the) defendant’s phone at trial, to obtain new evidence, at sentencing, or at any other time. » end, except to obtain access to the contents of the telephone ».

Madrano will be next in court on March 28, 2023 for a trial. He is being held on $500,000 bail.

He also faces a child luring charge for a recording of a podcast on Portland community radio station KBOO released shortly before his arrest.

The episode, which KBOO representatives say was not verified before being broadcast and posted on the radio station’s website, includes a segment in which the male host « NoMad » plays a two minute and 25 second recording in which a male voice has a sexually explicit conversation with what looks like a young woman.

The station said it was cooperating fully with law enforcement and the « volunteer responsible for programming » had been banned.

Madrano’s attorney did not respond to a request for comment Wednesday.
