When the Saudi Crown Prince Mohammad bin Salman ordered authorities to develop land in the arid northwest of the kingdom, he demanded something as ambitious as the pyramids of Egypt.

What city planners have come up with in response are plans for the world’s tallest structure: two buildings up to 1,600 feet tall, parallel for 75 miles in a line across coastal, mountainous and desert terrain, connected by catwalks, according to hundreds of pages of confidential planning documents that lay out the idea for the first time in detail.
