LONDON — The European Union is facing a disappointing wheat harvest this year, dampening hopes that one of the world’s biggest producers could help fill the growing global grain deficit left by the war in Ukraine.

Ukraine is one of the world’s largest wheat producers and exporters, and Russia’s invasion has dented forecasts for how much grain the country can produce and export. It has upended grain markets, threatened food shortages across swathes of the developing world, and driven up the prices of staple foods in wealthy countries.
