Can we find out if all the money for health care is being spent and how?

Before considering changes to the health care system, could we get a full account of where all the money is going now?
The federal government transfers billions to the provinces for health care. Provinces also collect their own health care taxes and have access to whatever “tax points” they may be.
Where is all this money going?
The provinces want federal money with no “stings attached”.
Does this mean that health care funds could be redirected to building a highway, funding tax cuts and providing refunds, instead of flowing into the health care system as intended?
When the Financial Accountability Office tells us that $1.8 billion for health was not spent, where did that money go?
