“About 40 different applications were created by the electoral commission in the years gradually,” Kumar said at a conference in New Delhi, where he announced the Bihar surveys, which will see the vote on November 6 and 11 and the count will be on November 14.
“So, to combine them together in a single place, because each voter or a stakeholder cannot download the different 40 applications, we have aimed at Ecinet-the mother of all applications. Almost all applications and services have been combined in applications now. And its progressive implementation as a single digital platform ” will start from the bihar elections”, he added.
Many different services such as information on the participation rate, the electoral assistance line, election planning, electoral services, as well as voting results will be combined in the application.

Many important services such as real -time participation updates will be available on the application. The presidents for downloading participation data on the ECINET application every two hours on election day in order to reduce the lag of the update of approximate interrogation trends, according to the electoral commission.
The digital sheets and reports will also be available on the application after a few days on the application and website of the electoral commission.
The Epinet will also help resolution of voter grievances. All contact details, including those of stand level officers (BLOS), will be available on the application.
The supposed “user -friendly” application will now combine various services and applications such as the Voting Helpline application, the application of electoral participation, Cvigil, SUVIDHA 2.0, ESMS, SAKSHAM and KYC (know your candidate) which will have more than 5.5 crores downloads, will now be available on a single platform.

The commission, in a press release published on May 4, 2025, said that the data provided by Epinet would be strictly aligned in the legal framework established by the representation of People Act 1950, 1951, registration of electoral rules, 1960 conduct of electoral rules, 1961 and instructions from time to ECI.
