Ati Pichhda Nyay Sankalp: India Bloc tends to extremely backward classes before Bihar surveys

The deputy for the Congress Rahul Gandhi contacted the extremely backward classes (EBC) of the Bihar, promising, among other things, a law of protection against atrocities, on the model of the SC / ST law, if the Indian block came to power in the state.

The aggressive awareness of the EBC of Gandhi, days before the announcement of the assembly of the Assembly, came to an event entitled “Ati Pichhda Nyay Sankalp”.

The head of the opposition to Lok Sabha, who was in Patna to attend the meeting of the Congress Work Committee, came to the event with the national president of the party, Mallikarjun Kharge.

Gandhi read the 10 resolved that promised the well-being of EBCs in particular, and private castes, including SCS, STS and OBC in general.

The EBC, according to the caste survey carried out by the Nitish Kumar government a few years ago, represents 36% of the total state population.

The 10 resolved are:

  1. A law of protection against atrocities, on the lines of the SC / ST law.
  2. An increase in quotas for EBCs in local bodies and panchayats, from 20% to 30% existing.
  3. To increase the reservation ceiling by 50% depending on the proportion of the population, the law adopted by the Legislative Assembly will be sent to the inclusion center in the ninth appendix of the Constitution.
  4. For government contracts / supply work up to 25 crosses, a 50% reservation will be provided for Ati Pichda, SCS, STS and backward classes.
  5. The reservation in admission to all private state educational establishments will be implemented under article 15 (5) of the Constitution.
  6. Associations of land: 3 decimals in urban areas and 5 decimals in rural regions for landless families of private castes.
  7. The concept of “not found appropriate” (NFS) in the process of selection of appointments will be declared illegal.
  8. All questions related to the sub-unfiring or over-inclusion in the list of the Ati Pichda category will be resolved by forming a dedicated committee.
  9. Under the 2010 law on the right to education, adopted by the UPA government, half of the seats reserved in private schools will be allocated to children of the Ati Pichda, backgrounds, SC and ST.
  10. A regulatory body with high authority will be formed to supervise the reservation, and any modification of the caste reservation lists will only be possible with the authorization of the Legislative Assembly.
