State authorities identified Arredondo as that commander, but he said he did not consider himself the incident commander.
And a preliminary report released Sunday by a Texas House investigative committee described a series of failures by multiple law enforcement agencies and blame more broadly.

The 77-page report describes a « nonchalant approach » by the nearly 400 officers who responded to the scene, saying: « All law enforcement and its training, preparation and response share systemic responsibility for numerous occasions missed.

In that report, Arredondo said his approach was to « react like a policeman. »

« I didn’t title myself. But once I got in and we took that fire, at the time, I realized we needed certain things. We have to come in through that door. We need an extraction tool. We need those keys… As for the ordering part… the people who came in, there was a large group of them outside the door. I have no idea who they were and how they got in or whatever – I didn’t get that instruction, » the chief said in the report.
